PARISH PASTORAL COUNCIL MEETING MINUTES St. Rose of Lima/St. Patrick Mission Parish Council Meeting Minutes April 28, 2026 MINUTES Meeting called to order at 7:05 pm by Chairman Joe Surges. Opening Prayer –led by Father Leo Pastor’s Report: Fr. Leo • Fr. Leo started with the sobering news that St. Rose of Lima Parish (including St. Patrick Mission) is one of 12 parishes that has been chosen for closure as part of the 2021 Mission Alignment Process (MAP). The MAP is a diocesan-wide effort to engage clergy and parishioners in a process of self-reflection and renewal. The decision is the next phase of aligning diocesan operations with its sacred mission. • No information regarding the timing of closure has been provided at this time and Fr. Leo informed the Council that a press release would be issued tomorrow, Wednesday, April 29 • Declining mass attendance, participation in the sacraments and declining Catholic school enrollment are trends that contributed to the closure decisions in addition to the fact that we are at an all-time low of priests assigned to the 80 diocesan parishes and climbing age of our priests. • Note that our clergy and lay parish leaders participated in the 2021-22 MAP which was a deep and extensive consultation looking at parish data that revealed where our parishes are struggling most • The Council noted that this decision could not be based upon our recent history of operating at an annual deficit. The Parish has approximately $500k in savings/investment accounts at the diocese and $60k in savings at our bank. • Per the news release; the closures are a part of “the results of that consultation require significant change” and “This renewal begins with an effort to refocus on missionary work, therefore aligning our daily work with our divine mission. We must focus on the activities that foster prayerful celebrations of the Mass, prioritize works of mercy, and form missionary disciples.” • March 25, approximately 500 Catholics converged on Sacramento to meet with certain lawmakers to advocate for the needs of immigrants, houseless pregnant women, money allocation to food banks and children’s right to privacy and protection from AI • A scam is going around using social media to impersonate Catholic Charities, then taking money without providing any services. Be on guard and share this information with friends/family. • Palm Sunday and Paschal Triduum services went smoothly. Fr. Leo credited this to the volunteer ministers who trained and served. Fr. emphasized that the most important services of the Triduum are not meant to be missed as they are the highlight of our liturgical year celebrations. Old Business Maintenance Report: Sid • Sid reported that a Pinole locksmith will rekey or replace locks for $100/door. The issue which we discussed last year is that we have lost account of the keys issued over the years and this is a security issue. Eleven doors have been identified for this service. The council approved. • Joe informed us that a roofing contractor has been engaged to provide and inspect and provide a quote to replace the roof of St. Patrick’s Mission church • Sid is removing railing inside church to make room for the new electric candle holders and kneelers Webpage Status: No Report Provided – Joe Surges • Our website has been hacked twice! This crashed the site and Dale has had to rebuild from a prior backup. Faith Formation: Julie and Trudi • Trudi has 3 kids making first communion next Sunday, May 3 • Julie reported that she has extended the offer to pay tolls for the confirmation students who attend Maritime Academy – remains to be seen who may take up the offer • The Vicar General to preside over confirmation of two candidates on May 17. Ten others are in year 1 of this 2-year program. Finance Committee Report: Nancy • The diocese has informed all parishes that no properties are to be rented due to bankruptcy • ICF contributed $1500 this Easter to Fr. Leo personally for his 47 years of priesthood • Nancy informed us that the Finance Committee has an issue with Brown Accounting. In short, no records from them have been received this year – ostensibly because they are busy with tax season, but is that a valid excuse? • Budget is currently short about $6000 through March, but April Fish Fry netted $11,128 and we also expect $1000 from CCF (CCF monies restricted to Parish Hall maintenance) Organizations: ICF • May 12 Cinco de Mayo celebration for ICF members Fundraising: • Fish Fry was great success! As mentioned above, over $11k was raised. o Highest attendance since 2023. This year had 522 adults and 30 kids o Lots of donated items for raffle – thanks to all! o Cost of fish was up $1000 over last year, but the quality of fish was outstanding. o Only 38# of cut up fish were left over and Jesse sold this after mass • Our next fundraiser is very exciting! Sunday, June 28 at 3pm Senen Bagos, Jr. will be holding a fundraiser concert at St. Rose Church. Admission is a $30 donation to the Parish. Buy 5 and get 1 free. Tickets available at the Parish Office • We are planning for a Masquerade Ball and dinner dance in September or October • This year’s Christmas Market and pancake breakfast will be held November 22 Purchases: • New candle shrine arrived last week. Sid installed and there will be a blessing on May 3 prior to mass CCD Building Rental: • Nancy reported that due to insurance requirements, we are not going to be able to rent the CCD building to the security company. This will have a negative impact on income. They are sending notice of lease cancellation. Community Outreach • Nancy and John informed that the point of contact for John Swett HS outreach is Julio “Mr. Samos” Magana Old Business • Narcotics Anonymous meetings; Meet in CCD building every Thursday. We were charging $40/mo, but after discussion the decision was made to increase the monthly fee to $100/mo. Mark motioned that the increase be approved/Julie seconded and the motion passed.
